The Bureau for Institutional Reform and Democracy – BiRD is currently accepting applications for a Team leader (Category I) as part of a Lot7 short-term mission to Eritrea entitled Capacity Building for the Public Administration of Eritrea.

Purpose of the evaluation:
Systematic and timely evaluation of its programmes and activities is an established priority of the European Commission. The focus of evaluations is on the assessment of achievements, the quality and the results of Actions in the context ofan evolving cooperation policy withan increasing emphasis on result-oriented approaches. From this perspective, evaluations should look for evidence of why, whether or how these results are linked to the EU intervention and seek to identify the factors driving or hindering progress.
Evaluations should provide an understanding of the cause and effects links between inputs and activities, and outputs, outcomes and impacts. Evaluations should serve accountability, decision making, learning and management purposes.
The main objectives of this evaluation are to provide the relevant services of the European Union, the interested stakeholders and the wider public with:
- an overall independent assessment of the past performance of the programme "Capacity Building for the Public Administration of Eritrea" (FED/2009/21603), paying particular attention to its results measured against its objectives;
- key lessons and recommendations in order to improve future Actions.
In particular, this evaluation will serve to understand the performance of the action, its enabling factors and those hampering a proper delivery of results as to inform the planning of the future EU interventions and Actions in the same sector.
Scope of the evaluation:
The evaluation will assess the Action using the five standard DAC evaluation criteria, namely: relevance, effectiveness, efficiency, sustainability and impact. In addition, the evaluation will assess two EU specific evaluation criteria:
- the EU added value (the extent to which the Action adds benefits to what would have resulted from Member States' interventions only);
- the coherence of the Action itself, with the EU strategy in Eritrea in the PFM sectorand with other EU policies and Member State Actions, national programmes and UN Agencies implemented programmes.

Qualifications and skills
Master’s degree in social sciences or a related field
Proven communication, coordination and reporting skills
General professional experience
Minimum of ten years' experience in the development sector, particularly in terms of providing services to donors.
Specific professional experience
Proven experience on leading an evaluation team for Governance programmes or other similar programmes
Functional knowledge of EDF procedures
Working experience in Eritrea will be an advantage
Fluency and impeccable report writing ability in English are required.
Provisional start of the assignment: November 2017.
Maximum duration of the assignment: two months (including time for finalising the final report).
It is assumed that the consultants will work on the basis of a five-day week.
The assignment will take place in the premises of the expert team for the remote phase and in Asmara, Eritrea, with field visits in Asmara and Embatkalla, Eritrea.
All experts must be independent and free from conflicts of interest in the responsibilities they take on.
